The short answer

The funding fee and the rest of the closing costs are different items. A verified exemption can remove the funding fee, but it does not automatically eliminate lender charges, settlement expenses, prepaids, or escrow funding.

Separate the charges before comparing loans

The funding fee is a VA program charge that may apply to a purchase or refinance. The amount depends on the transaction and relevant rules. It is not monthly mortgage insurance. Ask which fee category applies and whether the quote assumes an exemption.

Other expenses can include lender and settlement charges, appraisal, title services, prepaid interest, insurance, and escrow deposits. Request a written breakdown so a zero-down-payment feature is not mistaken for a zero-cash-to-close promise.

Verify exemption status rather than guessing

VA identifies several exemption categories, including certain borrowers receiving or eligible for service-connected disability compensation and certain qualifying surviving spouses. Other specific categories and evidence requirements appear in VA guidance.

Tell the lender about the status that may apply, then have it verified through the required process. This page does not determine individual eligibility. A pending claim, military service alone, and a confirmed exemption are not interchangeable facts.

Understand cash paid versus debt financed

If a funding fee applies, ask whether it is being paid in cash or financed when allowed. Financing can preserve closing cash while increasing the loan balance and future interest. Other closing costs cannot simply be assumed to follow the same financing rules.

For a cost comparison, record the base loan amount, financed program charges, actual cash needed, and monthly payment. When comparing VA with conventional financing, include any conventional mortgage insurance and the down payment you would contribute.

An exemption is one part of the decision

For a borrower who qualifies for more than one loan type, request consistent assumptions and the same ownership timeline. A program feature is valuable only in the context of the rest of the offer. Fees, points, credits, rate lock, and retained cash all belong in the review.

If the information about your status changes after closing, review the official VA refund guidance and discuss the process with your lender or servicer. Do not assume a refund is automatic or count on it to fund closing.

Questions to carry into your own comparison

Does a funding-fee exemption remove every closing cost?

No. It concerns that program charge, not the entire settlement and account-funding bill.

Can seller or lender credits help?

Potentially, subject to applicable rules and the actual offer. Ask which items can be covered and what pricing tradeoff accompanies any lender credit.
